Yes, SeekOut supports searching and creating messaging campaigns for candidates internationally.

Essentials, Professional, and Enterprise license users can use Public Profile search to find candidates with LinkedIn profiles from all across the globe. Select your search location from the dropdown at the top left of the search page. North America is the default location.

Professional and Enterprise license users have access to Github search. Github search is global by default. Use the Location filters to search for candidates in areas across the world.
